The MS-Rai is a high-performance mobile suit used by CONSENT, designed to offer superior armament and defense compared to earlier models like the CCMS-03 Bugu. Although its top speed is lower, the MS-Rai compensates with better weaponry and protective capabilities. Its armaments include a beam shield generator mounted on its left arm, a beam rifle for long-range combat, and a beam saber for close-range engagements. The mobile suit's backpack is equipped with four movable mechanisms, with the top two housing 8-tube grenade launchers. Additionally, the shoulder armor contains 8-tube micro-rocket launchers, enhancing its firepower. For increased thrust, the MS-Rai can be fitted with a booster that can be jettisoned if needed.

Unlike the autonomous CAMW-13 MW-Rai, which uses a Feeling Sense Equipped Block Box unit, the MS-Rai is manually piloted and features an EP-11B Type cockpit. However, because the MS-Rai was originally intended to be used as an autonomous Mobile Weapon, it is challenging for regular pilots to control, requiring advanced skills and experience to operate effectively.
